car is doing what it felt like it was doing.. not even requesting boost until nearly 4k rpms. ideas?

The line that starts highest on the left side is the RPMS. At the cursor (where the red line is), RPMs = 3775. just to the left of the cursor you can see the dark green line (boost request) FINALLY start to climb above ambient.
why on earth would it not be requesting boost until rpms are almost 4k?
