sure, but it doesn't work as well...
a good deal of radar attenuation occurs even with modest amounts of rainfall.
With a good amount of rain, you can expect a 3db one-way attenuation.

They can, and there is very little impact on the radar, but....
How many police officers do you know that like to write tickets in the rain?
Also, in heavy rain, radar is subject to attenuation, meaning that the range is impacted.
