Default (ELECTRICALLY INCLINED PERSONS)how do you test the water temp sensor to see if it's working right?

According to the repair manual CD it says that there is a pair of thermistors inside the sensor. One sensor is between pins 1 and 3 and teh other is between pins 2 and 4. Shouldn't you just be able to take an ohm-meter and test across the pins? when i measured them it came out as "open-circuit" meaning there was no connection between the pairs of pins. No resitance, no continuity. I'm trying to figure out why my water temp gauge is always reading "COLD". out of warranty here!

The sensor is cheap and easy to swap, it's probably dead.
