For 1-1.5K I'd get GIAC chip and an exhaust....
If you find some serious deals you might be able to get downpipes also.
From stock you will notice a huge difference with just the chip alone.

I was thinking of getting a stage one kit. Chip, drop in air filter, blow off valves.
Is this not the best way? If it is, who should I use? Also, I want to make sure I can hold the waranty on my car.

lots of people buy a chipped ECU so that they can put the stock one in for dealer visits. If you're
going to play, be prepared to pay if something goes wrong. A turbo replacement costs $7000.
Recent tests seem to show that aftermarket air filters don't help much. Drilling holes at the bottom of your airbox does provide additional flow. Search for "darintake". S4 has bypass valves, not blow off valves. popular ones are Baileys, Forge, and 710N.
