man, I've used this one a bunch....

no, because wings work differently upside down and in turbulent air...
you need to know a lot about the airflow around where you are going to put a wing to make it effective. Also the effect of a wing with side plates and no sweep and no incidence is significant so simple airfoil sections don't always translate.
