and still have a car that was attractive, reasonably comfortable, and driveable. (IE, wasn't a death trap that had to be driven in a straight line only, had airbags etc.) what make and model car would you start with?
Just curious..........
Say budget is around $20k total.

Actually really easy, comfort, good design bullet proof bottom end
It would be a 95-99 Mitsubishi Eclipse GSX (all wheel drive).. Can get to 11's easily and very streatable. Has one of the nicer interiors of it's class (I can still get in one and feel comfortable).. Very nice body shape.
Lots of easy do it yourself stuff!
Turbo swap in about 3 hours, suspension in less then 2, fuelpump swap in about 1, injectors easy (only 4 of them).. Front mount intercooler, lots too choose from, 3" full turbo back exhausts under $1000.00
It's the way to go.. But again you can go american and squeeze

Nix the airbags and get a mid 80's Regal T-Type/G. National..
They have amazing potential for the 1/4. For reasonable money you can get into the 11s or even 10s. There are a handful out there in the 8 sec. range! My friend paid $7K for his 60K mile T-Type and it runs 12s with very few mods. Not the most modern or stylish car, but fast!

You don't need to be stripped to do 11s in a GSX...

114 mph and you're there...gotta love awd! It will require high octane racegas and some mad boost, I'd recommend 92-94 years.
But I agree, low 11s is fast for ANY car, and there are very few off the shelf drivetrain components that can propel / launch a full weight car down the track that fast. You'd have to expect to either lower the overall weight below 3000 lbs or replace rear/axles/trannies/diffs with some sort of bulletproof high hp American drag setup. Going 11.0 on full weight is well... asking for trouble imho.
95-99 DSM motors are a disaster as mentioned. A pre 95 short block replacement is pretty easy to do (did a complete motor / tranny swap in one day) and fairly inexpensive.
Just look at how light those DSM motors are
