neither key will turn far enough in the driver's door to lock ALL doors (only locks the driver's door) OR turn on the alarm.

If you've had this happen and know the solution, or if you have not had this happen and know the solution, please educate me. TIA.

Hold the key in the lock position for a few seconds - I think it is a delayed function

No, that's for open/close windows. At any rate it should lock ALL doors and arm the alarm.
