He's referring to two different versions of software for the MTM Stage I ECU..
MTM Stage II consists of the Stage I ECU + MTM catback exhaust.
The first version of Stage I ECU was only sold for a few months, late '99 early'00. MTM made some changes due to high altitude problems and this modified version is the only one that's been sold for about two years. It is frequently refered to as MTM Gen II on Audiworld.
