Is this a legit OBD II cable?

Has anyone bought a cable from this site? Is there any way to make sure the cable will work with VAG-com?

Not without a separate interface
If you read the description, it is designed to connect to an interface, NOT to the serial port of your computer. They sell appropriate interfaces on the site, and there is a link on the page to plans for a homemade interface.
The OBD-II port uses different voltage levels than the serial port on your computer. The interface uses optoisolators to electrically separate the computer from the car.
