New Rotors and new pads.

New Rotors and new pads.
Just got a new set of Zimmermans.
Instructions enclosed say:
"Always replace brake pads and shoes when fitting new discs/drums to ensure a perfect braking surface."
According to everything I've read before it is recommended to installed new rotors with used pads and new pads with used rotors (as long as they are not grooved or destroyed).
Being as they are the manufacturer I'd give them the benefit of the doubt, but basically all brand new big brake kits would have new rotors and new pads...correct? Or does this all not really matter at all?
To me new pads with the new rotors makes sense...just curious what others thoughts were. Cheap insurance I guess as new pads aren't too expensive.

My dealer replaced my rotors and kept the old pads; but then my dealer sucks...
The performance was fine, just seems like a waste to re-use old pads (but they re-use oil filters too, so I guess they really suck).
