Hey, I started getting a lot of bump steer with my new suspension (set at just under 26'' front and just over rear i believe-see my sig) I've been reading up about correcting this, and found lots of posts talking about that top bolt on the TRE you were wondering about. It appears to be used to correct bump steer as PaJohn suggested - only Audi dealers usually have the tool to properly adjust it on Hunter machines.
Maybe someone else can chime in?

I agree - I think it may be 25.75'' I can go measure in a bit
But you can get an idea from sig pic -that's what it's at now.
Either way I'm getting a lot of bump steer, at both high and low speeds.

This occurs when I'm stopping, the wheel likes to turn 90 degrees to the right (sometimes left)
Alignment (toe) is centered - but the tires like steering in whichever way they feel.

That's not bump steer - tracking with the road tends to happen more with wider tires and toe out. Bu
bump steer is when your toe angle changes as the suspension compresses. If you have that going on, alignment won't change it but raising or lowering the mounting points of your outer tie-rod ends with the aim of making the tie-rods level to the ground when the car is at normal ride height will do the trick.

I agree...this depends on the tire tread and size of the tires...
I used to experience crazy tramlining with my S03's...and it got worse when my alignment was out of wack...and yet even worse when I added suspension. Then I switched to Falken ST115's and it almost all went away...not sure it is bump steer...but maybe I don't fully understand your description.
