Default Proper method in checking power steering fluid level? TIA

Did the search already, sort of inconclusive.
1)Does it matter when the car is cold vs. warm?
2)Do you read the dipstick by simply replacing the cap back on and let it rest on top or do you read it by screwing the cap back on the resevior?

Default I usualy do it when the car is cold. Unscrew cap. Wipe clean. Screw cap back on, then unscrew/check.

On leveled ground, ofcourse. Or as close to level as you can get.
