To the right of the intake scoop behind the grille there is another scoop with flap. What is it for?

To the right of the intake scoop behind the grille there is another scoop with flap. What is it for?
Obviously the flap was designed so that it opens at high speeds. But wouldn't it be better if the flap was always open so the fan could draw in cooler outside air? Any ideas? Has anyone done anything else with the scoop?
