I was ticketed in Mass by some boyscout that probably was beat up most of his life. $35 for Headlights, $35 for Tail lights, & $50 for my nice deep idle tone... My car is registered in VT, but the "trooper" said that my car broke federal regulations. Is this for real? Should I fight this on the principle or will I lose miserably?

A/M exhaust you should be able to fight, as long as you had......
cats & at least one muffler.
Based on that, you can (ask your lawyer to ) try an angle of the officer singling you out.
E-code headlights are technically illegal, but maybe you wanted them to better enable you to see, so you could be a safer driver.
Tinted tail lights, would kind of go against the above paragraph. How dark are they? US standards must have red illuminated parking/brake lights, and orange blinkers.
Hope it helps.
