Well this is great but I wouldn't do it like that, plus it's not a 19mm on the S4 it's a 24mm/15/16"
and turning cams half a tooth this way and half a tooth that way doesn't really appeal to me.
I don't see how he got the new belt on, mine was pretty tough. I just think it's a little vague, contributing to the possibility of getting it 1 tooth off . . .
which apparently will not cause contact, except with one's head against a wall . . .

what by looking at it? oh I get you, I was thinking about camshafts . . . edit
Now that I have done one properly I might be able to do it without the cam bar but I still dont see how I would get the new belt on . . .

You can finesse it in there without pulling the gears out.
That does require momentarily removing the bar (IIRC). As mentioned above, you'll need to shift one pulley back half a tooth, and then reinstall the bar, and it will pull the belt tight as you lock the bar into place.
Yes, there is a risk that one of the gears will move, but if you have everything at TDC, it takes quite a bit of effort to turn the pulleys. So if you're careful, they won't go anywhere.
Wrapping the belt around the crank is another PITA. If you didn't pull the gears out, you'll need to turn the crank back half a turn to catch a tooth on the belt (make sure all the slack is on the tensioner side of the crank). Then rotate the crank so you pull up the slack on the passenger side. Finally bolt in the tensioner, and test the timing marks over 2 revolutions.
