Tin can scraping sound while turning in either direction at any speed?

Tin can scraping sound while turning in either direction at any speed?
It wasn't too consistent in the past few months but now I hear it all the time. It almost sounds as if that metal buffer plate thingie is rubbing against the rotor when I turn left or right. It only occurs when I turn though??? How do I stop this, and what is it? TIA
