I doubt it. Sorry to be cold, but the real estate is priceless. Plus, the last thing...
they want to do is to have a constant reminder that someone else, especially a terrorist, succeeded in attacking the interior of the US at this scale.

Actually I think that in responce we need to build the biggest building the world has ever seen...
to symbolize that the U.S. can and will come back, and come back stronger than ever after events like this!!

I agree, whatever it taks, build it and get it up fast! Incentives, all construction crews etc.
It can be done quite quickly, La earthquake repairs show what companies can do with incentives, finish it by x data get X % more, finish earlier and get Y % more..
