What does the following VAG-COM error mean?

It means you had a boost spike to around 1.5bar
If you are chipped and get this, it's not really that bad (unless it's HOLDING 1.5bar or more, in which case your wastegate may be stuck or something)... if you're stock, then something is wrong 
You should monitor boost levels (data block 115) and see if they are constantly high compared to the requested value, etc...
