no really, there isn't a "highest" priority, just a bunch of prioritys that must be in line together. if i were to put them in order:
dry trac
cornering stability
wet traction
tread wear
price
noise
snow trac

Ability to contain pressurized air...
Depends on the main use of the car.
Honestly, for a street tire I look for an even combination of all the above except price. Luckily my street tire choice is relatively inexpensive too
For a street tire in SoCal or somewhere similar I'd probably go with the Eagle F1's. For NJ, I had to compromise and get the Nero's... Until something with a bit more grip at moderate cost in other factors comes along.
That being said, I'll probably be replacing them within the next couple months.
