The reason city lights are there is so that, as you stated, not have your xenons on in the city. This is because usually, there is enough ambient lighting for good visibility. In fact, your visibility decreases if there is an oncoming car with their headlights on because your pupils contract. Sure you'd see the person with the headlights, but very little else.

I try to delay putting on my headlights as much as possible (with my euro city lights on) without attracting attention from the overzealous police.
