All of the intake air passes through the turbines. So rev-up = more air flow = turbine speed-up.

Default "Spooling" generally refers to the start of the nonlinear section

of the mass air flow versus engine rpm curve for a turbo. So while you're correct that the turbo will be spinning faster if the rpm's are higher, it's difficult to produce boost if the engine isn't under much load (i.e. is in neutral) because the engine's rpm's and ability to intake air will increase about as fast as the turbo can produce air. Conversely, when the engine is under heavy load the turbo can produce air faster than the engine can use it, hence you get positive boost.

Totally agreed. Just explaining why "spooling" sounds can happen even in neutral without boost.
