Is wiper fluid and wiper blades free and replaceable?

Is wiper fluid and wiper blades free and replaceable?
My wiper blades are crap, they leave streaks and make annoying sounds even when my windshield is covered with water. If I were to take it to service, would they replace the blades for free and fill up my wiper fluid (im getting that annoying beep every time i turn on the car and the stupid animation). Would I need to call in for appointmnet or can they do it within like thirty minutes.

As long as you are still under warranty yes. 1 set each year. Everytime you go in for service
if the little lights on then they fill it. I know they do for me. When its close to time for oil change I let it empty out to the end.
