If the OP makes himself less visible and this causes me to have an accident with him on the road, then I would like to have a say in this matter.

To be fair to the OP though, he was not just planning to tint his brake lights. He also wanted to compensate for it, by making the lights shine brighter. Alas, it doesn't sound like this is easily doable. I hope the OP reconsiders and does not tint his lights.

What type do you need?
We test our Tail/brake kits to be bright and make sure the tail/brake have a good brightness ratio meaning the tails are not so bright that when you activate the brakes you cannot tell the tail/brake apart, it is a common issue for people who buy LEDs for their tails, we receive the email daily about the issue after their friends say it is impossible to tell them apart. Our Tails will never be as bright as the brake to avoid any issues.

We can get you a combination pair if you give us more information.

And DOT tails/brakes simply means they are BRIGHT enough to be seen.

We feel our LEDs are very bright and can be seen so you will be fine there.

And some other good information:
