Default Is it normal to have oil in the breather tube?

I noticed a washer was loose in my breather pipe conecting to the turbo from the valve cover. I checked the other side and there is oil in the tube and in the turbo area. Is this normal and can it cause damage?

Please check out the video and tell me what you think. Im fairly confident that the valve is not working properly because there is oil getting into the turbo but not too sure if it matters at al and if I should be replacing it.

Don’t know where the washer came from but oil in those pipes is normal.

Thanks, Peter for your reply. I never ended up changing that breather pipe, as I was told by someone else that a little bit of oil is normal. You can see from the video that there isn't a terribly large amount. Maybe I will get around to it one day.
