90 CQ Idle seems very low when starting?

90 CQ Idle seems very low when starting?
When I start the CQ it takes a bit of cranking and then the RPMS zoom up nicely for a few seconds however quickly drop to the stall point unless I rev the engine. Also, when cold if I come to a stop light the car will rev up for a second and then rev down and often stall. Any thoughts?

If everything has been ok just lately, then I will assume its the ICV (idle valve, I always cleaned the carbon tracks out of my older Audi's, and VW's and if that didn't work then I pulled the trusty Fluke out for testing on the pins on the valve. Other than that its vaccumm lines or a torn flow sensor boot by experience. Lots of guides about this as you have a good link up above.
