Hard Steering when hard brake

Hard Steering when hard brake
Hi Guys,
I have q7 tdi audi 2009 and recently just topped up my steering wheel fluid... then when i drive and pushed on brake then sudden turn left , i notice a hard steering like almost no power steering at all.
then i try again and it turns out everytime i brake from 50 to 20 i tried to wiggle the steering and it turns hard then the power steering is back on when in about 5seconds.
I know thaat with the adaptvie steering wheel the abs could stiffen your steering wheel but it doesnt mean that we lost our power steering , does it?
Could air in the power steering fluid cause this? because last time we only add the fluid without flushing.
any other suggestion?
