$1500 to mod a 225HP TT

I have $1500 to mod a 225hp TT coupe. What will get me the most power and speed.

Chip, DV, Exhaust.... you can do it all for about that.

ABT or GIAC Chip $600
Borla Exhaust $500 (around there)
DV $150

Even a little to spare... get an arm rest or something

Chip, DV, Springs, Shocks

You could do an exhaust, but you will get significantly more performance improvment out of springs and shocks than an exhaust. The 5 hp or so you will get from an exhaust cannot match the handling increase you will get out of springs and shocks. If you got the flow, I would get some swaybars too, or maybe new pads and fluid.
