Some instrument clusters are defective...
...and make a buzzing sound when the dashboard lights are on but dimmed to less than 100% on.
This is the subject of TSB's 90-01-01 and 90-02-01, to wit:

Instrument Cluster whistling / buzzing noise can be heard if instrument lights are not set on maximum illumination.
