Anyone know a place that sells a TT highflow downpipe(from turbo exhaust to cat) and a highflow cat?

No one and I mean NO ONE offers a turbo-to-cat downpipe that has one in-stock. Additionally it needs to be a "flex-pipe" due to engine flex and torsional engine deflection. You can absolutely have one made but you need to come up with an old one to use its turbo flange due to that being cheaper than having a new turbo flange designed and machined. The cat-end isnt nearly as particular as it could just be a straight pipe welded to inlet side of the cat.

The catalytic converter is another story. It is readily aailable and in-country at a number of places. The best are stainless steel and 3.5" high flow cats. The same ones used in BTCC and other European racing disciplines requiring a catalytic converter. Additionally there are non-SS ones that are racing (high-flow) cats that could work. But the best is SS and european and will set ya back right at $650.

Talk to the "Turbo5" banner ad people here. I seem to remember a post from them on another forum addressing this issue specifically.
