isn't lined up properly when its closed. The right side is higher then the left. Is this normal? Can the latch be adjusted or should the car be taken to the dealer.

Just balance a rock on the right to push that side back down.

Default Pull off the piece of plastic that is at the metal hoop. . .

behind that are two torx screws that lock the loop down. It takes a bit of trial and error to adjust it right. I had to do this when I got my car because the hatch was misaligned and the dealer didn't get it "right" for me.

Don't touch the rubber adjustment legs until you get the latch right, unless one is too tall and gets in the way.

It'll be kind of hard to find a 60lb belt sander. Maybe if you also included a Sawz-All....
