My setup is this:
17x7
38et

I want to be as flush as possible, within reason. My best option seems to be 25mm in rear and 20mm front.(resulting in 15.05mm inside front and 16.05mm inside rear)

My question is this: the stock setup(from the calc page) shows the rear at stock sitting about 6mm furthur in than the front (22.7mm vs 28.7mm) Should I try to keep this same ratio (rear 6mm furthur inside fender)in order to not throw off quattro?(i have heard that quat. does not like staggered set-ups)

Using 20mm spacers at both ends would allow for a 6mm difference(15.05mm front vs 21.05mm rear)

Does that make any sense?
Suggestions?

Default Changing the rolling diameter (wheel circumfrence) messes with your quattro, moving wheels in or out

isn't an issue. So you'll be fine using spacers of different widths.

Makes sense..so 25/20 is a good set up then?

Default Pic for reference that might help:

This pic shows my previous set of wheels with stock suspension. The wheels have the same 17x7 et38 dimensions as yours but with 15mm spacers up front and 25mm on back. Thought it could help.
