My car is shocking me when its charging off a wall charger. Is something wrong?

Default My car is shocking me when its charging off a wall charger. Is something wrong?
I have the front end off, on jack stands, the back end on the ground with rubber contacting the ground, and am charging the battery. Whenever I brush up against the chassis or another steel part, I can feel the current running through me. Is something wrong with grounding inside the car? Is this why my battery dies freqently and quickly?

Danger!!! Your car and you are in jeopardy. Unplug and trash your charger.
