Hello,
The TT has a different set up compared to the Golf IV and A3/S3 so these
are not the same. Also, the Bilsteins and Konis we offer for latter models
are complete struts only so there are no inserts currently available. I'll
assume that you are referring to all FWD models only except the S3. The
Golf IV and A3 would use the same shocks and struts. Therefore, the S3 and
TT are completely different. Thank you for your inquiry!

The question goes begging...If Bilstein (when legal gives them the go ahead) offers
only a complete strut, why would one consider anything else but coil overs for a couple of hundred bucks more?

The TT front strut is a "serviceable" strut tube. It can be rebuilt or have a cartridge installed...
The hard part is finding what applications cartridge strut insert is closest to the TT in weight. Most any smaller diameter width is acceptable as delrin, nylon or aluminum spacers can be turned and drifted/Lok-Tite'd on. They also can be shorter as a machined shim of appropriate diameter can also be made. Or if you're on a shoestring, just a number of fender washers dropped into the tube under the cartridge.
The hardest part is finding a shock of known length, diameter and valve rates as that info is never listed beside part numbers.
My old B Sedan/GT2 Datsun 510 used shimmed strut tubes with 240Z Bistein sport setting cartridges in the front and BMW 2002 sport setting rear shocks.
It can be done. Someone has to do the homework and math and have a "stocking wholesale distributor" of Bilstein shocks who is willing to let you test-fit in his warehouse and a TT front strut in-hand to do this.
