I too had that issue, and Audi service made some weird claims...
First they replaced the senders because my gauge was not reading full. They replaced the cluster at same time. Fuel gauge did not work. Then they claimed I had the wrong fuel pump in my car so they warranty replaced that. After new cluster, senders and pump, it was working again, but it seems the senders and pump need to match up somehow. Or maybe the newer clusters expect different pumps/senders?

Yes, logic changed on how senders work -->
Without the book in front of me I can't remember when or which way it went but at one time high resistance meant a full tank and at another time it meant an empty tank.
So, yes all those pumps (with senders attached), senders and clusters have to match. Reading the parts lists requires some intelligence as well.
