Default is there a way to measure an engine's VE and/or the turbo's efficiency?

what exactly does this map help you to do?

Default I'll admit that it is a little over my head but basically what it does is

helps you pick out the right turbo for the application.

It helps determine the a/r for the turbo, as well as other complicated details.
