Where did I mention lag?
The original poster asked when does the turbo kick in? For the most part, just cruising around, you're not going to be making that much boost if any at all. You need a decent throttle opening while accelerating to start seeing any significant boost.
The 2.0T is a fantastic powerplant but they didn't reinvent the turbocharger.

Boost is controled by a wastegate not RPM -- The valve opens/closes depending on throttle position
You could be at 5000 rpms and making no boost because you are very light on the throttle
or
you could be making peak boost at 2500 rpms becuase you are heavy in the throttle
The wastegate either force exhaust through the turbo to build boost(in throttle) or bypasses it(light throttle). Ifyou have a light foot you could drive all day without making almost any boost.
That's why driving turbo cars for best mileage is all about throttle position and much less about what revs you are turning.

There is a wastegate which either sends exhaust through the turbo or bypasses it based on throttle
This is independent of RPMS. I posted similar info above just wanted to make sure people saw it!

Thought you were responding to mu turbo lag post....
...and since you said "Boost really spools based on Throttle opening" it's only natural to assume you're talking about lag.
