Default Boost Specified < 400mbars - FTW?

My 2011 A3 has an annoying lurch when lightly accelerating in 3rd. In trying to locate the problem I've noticed VCDS is recording sub 400mbar specified boost. This seems odd since I'm not driving around at 30,000ft. All other sensors recorded by VCDS seem ok to me.

Is this normal? I thought the actual and specified boost would track fairly close and the specified boost would never be less than 1000mbar (sea level).

Appreciate any insight
