Can I run the leak detection pump with version 311?

Can I run the leak detection pump with version 311?
My '99 1.8T (Passat) throws an insufficient vacuum code (16825), and I'd like to test run the LDP if there is a way. In group 071 I can see the reed contact status change from open to closed when starting the engine, but the test aborts. Can I run this thing with the engine off? I don't see any output tests for that.

VAG-COM 311/409 are no longer supported, a free update to VCDS-Lite is available to registered customers as well as non-customers. Obviously you will need a license/activation to run a basic setting.

I do have a licenced copy of -311, and can run basic settings. So can that version operate the LDP? Can VCDS-Lite do it? If -311 can't, and VCDS-Lite can, is the licence transferable? By the way, I may (hope) to have found a couple of loose clamps that could have caused leaks.
