Fault codes:P0431,P0421,P1603-intermittent?

Hi I'm new to all this I have the same code P0421 and I want to know What reflashing means?? and what is the solution to this code other than changing kat converter or O2 sensor because aparently that will not fix it. My Audi A6's Kat converter looks prety neat and It does not make any sound the car has 81000 miles

Based on the software level (0050) of this Ecm it looks like the update programing for the Catalyst Efficiency was already done. The TSB # were: 26-08-07 | 2013086/2. That supersedes the older version 26-05-04.
Since most of those are intermittent I would clear them and see which one(s) return first.
(E45)is the Cruise Control Switch and you should be able to find testing information in the repair manual. Measuring Block 66 will show you the binary switching positions for the stalk:
066,1,Vehicle Speed,(current)
066,2,Switch Positions I
xxx? = Brake Light Switch
xx?x = Brake Pedal Switch
x?xx = Clutch Pedal Switch
?xxx = CCS (Cruise Control System) enabled
066,3,Vehicle Speed,(specified)
066,4,Switch Positions II
xxx? = CCS ON (CAN)
xx?x = SET (CCS ON)
x?xx = Deceleration (-) / Set
?xxx = Acceleration (+) / Resume

It's highly unlikely that both Combi valves are faulty. It is more likely that the main SAI pump, Supply hoses to/from the pump or the main vacuum supply solenoid are faulty.
Run the Guided Readiness test plan with VCDS and see if both banks fail at idle, if so this will be much easier to diagnose than a intermittent problem.

You can run Output tests Key On Engine Off as well. You may want to do that with the repair manual, hand vacuum pump and DVOM handy to make the most of it:

I am new to this world. I bought a 2002 A4 3.0L and one pf my friends scan my car. I had all those P0421, and P0431 but in my case their static. These codes mean I need to buy new catalyc converters? If so, where can i buy them there $ 1,200 a piece at the dealer.
