Isn't misfire recognition supposed to be activated 100% of the time?
If not, what controls active status? Just curious why mine seems to be innactive all the time.

No, definitely not 100% of the time.
I don't know the exact circumstances under which misfire detection should be active and when it's allowed to be inactive. EPA rules come into play here.
But I do know that chip tuners have been known to tweak when it's active and when it's not..;-)

Does it really recognize misfires at idle? Most repair manuals say...
...if there are misfires estimated (e.g. in warm up or in deceleration) the recognition is blocked. I have also seen repair manuals say sth. about a certain RPM level, but that may differ from engine to engine...
