Throttle adaptation problem

Hello,

need little help. Something wrong with my throttle can't do the alignment (adaptation).

Car Audi A4'95 1.6 ADP, VAG-COM v311.2

When first time entering Group 098 in [Measuring Blocks] adaptation status shows APD O.K., but when switching to [Basic settings] I get ERROR Group 098 Not Available.
When back to [Measuring Blocks] adaptation status shows ERROR.

The same situation I get with Audi-VW Tool.

Rotations are floating up and down when car is running on neutral gear.

What does this mean? Doing everything exactly like it is written in Ross-Tech website for TBA.

Does your engine have an Idle Stabilization Valve (ISV)?

if it's on airbox, coated with rubber, with rubber hoses attached and electrical connector, yes I have it.

no faul codes during the adaptation.

When engine is cold I sometimes get this fault:

16515 - Oxygen (Lambda) Sensor B1 S1: Signal too Low

P0131 - 35-00 - -

when engine running in normal operating temperature no this fault. what this could mean?
