What are some things that can cause low requested boost?

What are some things that can cause low requested boost?
It isn't o2 sensor, IAT sensor or MAF sensor... MAP sensor reads good... My 2001 with GIAC X is requesting too little boost causing me to run very rich and loose power...

my audi '00 is runing rich and no chk light and seems no power fom 2000 rpm to 3000 rpm any advice is welcome i'm thinking might be the o2 sensorn .
