2111 error code when started

2111 error code when started
I am having an issue with the '95 90 Quattro...
It starts great and runs smooth...most of the time. However, sometimes it will surge from 2k rpm down to 500 rpm when holding the gas pedal in the same position. It will run just fine after revving it to 3-4k or after turning it off and restarting altogether.
I checked the fault codes while the engine is running and it's showing 2111, which 12v.org says is ok to ignore if the engine is off when you check it. Otherwise, it says it's the "vehicle speed sensor".
Anyone had this problem or know what the actual cause could be? Catalytic converter? Injection? Bad air filter? Anything?

Will check those sensors, but the car starts and just sorta chokes but hasn't really ever died.
Looking into an air filter system issue to see if that has anything to do with it. It needs a new exhaust which I'm getting replaced this week and as soon as that is done, I'll start inspecting sensors.

I have the same car with a similar problem. I just learned how to pull the codes from that same website, although the procedure seemed a bit different for my car. I would only get a code after removing the jumper wire, and then to get further codes I would jump it and remove it again. At first i was getting the 2111 code also, but then later was able to pull more codes once I figured this out.
