99 A4 2.8 Quattro --- low beams and fog lights don't work!!

Recently my low beams and fog lights stopped working. The strange thing is that my high beams still work, but only in the pressed position.
I find it strange that I've had no other problems with my lights before. I'm thinking that its my headlight relay switch, but Im not sure, and wanted to see if anyone else has ever had this problem....

Ok, Now my cars starting to stall when I stop. Example:
I'm going 30 and come to a stop sign, when I come to a complete stop the battery light comes on and the car stalls..Now when Im driving I can see the battery volt gauge go up as I accelerate and down as I decelarate. Once I stop the volt reading rises to what I believe is a normal reading. At first I thought it could be my alternator, but then I realized that my battery would probably be dead. Ok, so then the question is does anybody there think that this problem could be related to my possible relay switch problem..

head light problems are getting very common on older cars.
