RS4 comes with manual windows in Europe - so yes A4 has them there

Default all german cars come "fully equipped" over here.
in germany you can order cloth seats, manual cranks, heating (no a/c) and the most basic stuff.

Default Just not worth it here - I think they have to qualify cars for emmision and crash
and the amount of volume does not jsutify it.
