Yes, but if you're going to get it anyway, you might as well match them.
The tip chip requires throttle information from the ECU. Any decent ECU chip will provide the necessary information.
But, why not get the same ECU software that was used when testing the tip chip?

The turbo puts out various amounts of boost throughout the curve
By hold, he means the amount of boost constantly being put out, rather than an initial peak of higher pressure.
