Help with Engine Speed??!!

I have a stock early 98' 1.8 quattro, 5 speed. In the process of research on modifications. Anyway, when I accelerate and shift near 6000, the engine speed hangs at ~5000 longer than it feels like it should. It seems like the revs should drop more quickly, so I can get on the next gear. Anyone with any info would be greatly appreciated.

Next question, I know this one has been beat to death...Any advice on a chips, APR vs. MTM, vs TAP. Seems like no solid consenus. Thanks
