The AC is used to "condition" the air. It removes humidity. Believe it or not, if you put the
climate control into defrost, your AC compressor will kick on. You may not see the snowflake in your display but it will. The fact that your snowflake shows up does not mean that the compressor is running constantly. On even the hotest days your compressor has to cycle often (but not too quick) to prevent your evaporator from freezing up. Also rapid cycling of the compressor will fail it.
Most cars will have their snowflake on even when the outside temperature drops down to 38F. It's up to the manufacturer to decide if they want to show the snowflake or not. Most likely the AC will be on even when the temperatures drops down to around 38F.
On cold days (above 32F) when you put the system in defrost the AC will kick on to remove the humidity from the air so that you don't fog up your window (safety issue).
