What is done at 60000 mi and what's the average cost?

Default timing belt, water pump, o2 sensor, etc.
Do yourself a favor and don't go to the dealer to do it. They'll rape you. My advice would be to get the stuff here and get it done somewhere else or DIY.

Default well, yes, but that's not what is the 'traditional' 60k service...
it's just that you do the tbelt service at or around 60k
