Kinda like building a house on a $hitty foundation... might look as good as the others built properly, but give it a few years and watch it crumble because it has no base... same idea with rotors

my old brembos were CNC'd... got 'em from RPI way back when, and they had 'em CNC'd (just like they did on my A8 rotors I just picked up from them a few months ago)... so they started life with a Brembo Blank and went from there.
